Phase 0 (inert foundation) of the IoT VLAN isolation project. Adds the community.openwrt-based openwrt-iot-vlan Ansible role, starting the repo's Phase C.

Applies NOTHING until run; disruptive steps gated behind default-false vars. Verified with a read-only --check --diff against the live router (br-iot device, iot interface 192.168.20.1/24, iot dhcp pool; firewall/wireless skip on gates; 0 failed).

Next: Phase 1 applies the non-disruptive plumbing + a test SSID (needs a device to test-join); Phase 2 is the staged firewall step; Phase 3 renumbers IoT + updates HA seeds. Full runbook in ansible/roles/openwrt-iot-vlan/README.md.
