Provisioned 2 more Athoms over Improv-BLE (no phone), added to HA + seed + leases. 6 plugs total on the modular dashboards. Adds infrastructure/smart-home/improv-provision.py as a reusable bulk BLE provisioner.

Provisioned athom-…-6058b8 (.153) + …-60a188 (.233) onto WiFi over Improv-BLE
(no phone/browser), added to HA, baked into seed-esphome + pinned leases. Now
4 Athom + 2 Shelly = 6 plugs auto-populating the modular dashboards.

Adds infrastructure/smart-home/improv-provision.py — bulk Improv-BLE WiFi
provisioner (Athom V3's setup AP is Improv-only, no web endpoint). Scans for all
Improv devices and pushes creds to each; PSK via env (rbw), never hard-coded.
Provision-at-desk (BLE is unstable at range while the plug hosts its AP), then
redeploy. + README.
