Adds the forgejo-token key to the runner exporter's secret, so the Forgejo job and run rows that #520 added get filled in. Until now forgejo:repos/* has reported api_ok 0.

The token is runner-exporter-read on kblack0610 with the read:repository scope only. I created it in the Forgejo pod with forgejo admin user generate-access-token. It reads all five FORGEJO_REPOS (200) and is refused on an issue create (403). The value went only into this sops file and a mode-600 scratch file, deleted after.
