fix(cert-manager): set namespace on cloudflare-api-token secret ... 196de51942

The Phase 2e adoption commit (4f28b45) stripped metadata.namespace
during the export-and-clean step. apps/cert-manager/kustomization.yaml
doesn't set a global namespace (because it ships ClusterIssuers and
the Namespace itself, both cluster-scoped), so the Secret landed
without a namespace and Flux's apps Kustomization failed with:
  Secret/cloudflare-api-token namespace not specified

Re-encrypt with namespace: cert-manager explicit on the Secret.
