Follow-up to #69. While NOAA is 504ing, the REST tide sensor has no entity yet, so: (1) Local view tide tile becomes a mushroom-template-card showing Awaiting NOAA… instead of a dead tile; (2) tide poll 6h→1h so it appears within ~1h of NOAA recovering. Surf is unaffected (live).
