Second Athom (.190) baked into seed-esphome + lease pinned. 4 plugs total now auto-populate the modular dashboards.

Second Athom (.190) baked into seed-esphome + lease pinned. 4 plugs total now auto-populate the modular dashboards.
athom-smart-plug-v3-6043c8 (.190) joined WiFi and was added to HA via config
flow; bake it into seed-esphome PLUGS + pin its DHCP lease for reproducibility.
Both Athoms + both Shellys now auto-populate the modular plug dashboards.

(3rd plug 600fec is in AP mode; Athom V3's setup AP is Improv-only — no web
endpoint — so terminal captive-portal provisioning isn't possible for it.)
